According to Kuwait News Agency, the year 1932 was marked by a severe smallpox epidemic that tragically claimed over 3,000 lives, predominantly affecting children. This devastating event led the Kuwaiti people to remember the year as "the year of smallpox." In the years following, the nation took legislative strides to structure its economic framework. In 1961, Kuwait Amir Sheikh Abdullah Al-Salem Al-Sabah implemented a law introducing various taxes, and in 1964, Deputy Amir Sheikh Jaber Al-Ahmad Al-Sabah regulated trade agencies, reserving commercial activities exclusively for Kuwaitis.
