Kuwait city: The Kuwait Authority for Partnership Projects (KAPP) has announced an opportunity for local, regional, and international companies and alliances to express their interest in investing in a new Vehicle Auction Market Project in Kuwait. This initiative is in cooperation with the Ministry of Commerce and Industry.
According to Kuwait News Agency, the project aligns with Kuwait's strategy to enhance its Public-Private Partnership (PPP) program through increased private sector involvement in strategic and developmental projects.
The project will be executed under a design, finance, build, operate, and maintain (DFBOM) model by the private sector. A special purpose vehicle (SPV) will be established for this purpose in Kuwait. The project will eventually be transferred to the state as per the provisions of Law No. (116) of 2014 concerning Public-Private Partnerships and its Executive Regulations. This effort is part of the broader PPP framework, adhering to the relevant legislative provisions that govern the Authority's activities.
The proposed facility will feature a modern and integrated vehicle auction center, complete with car showrooms and additional technical and logistical services. It will utilize a combined physical and digital auction platform, offering a centralized and organized market for vehicle trading in Kuwait. The project aims to enhance the vehicle auction and trading ecosystem in the country by ensuring transparency and efficiency. It also seeks to develop an integrated digital auction system in line with international standards.
The objectives of the project include regulating and developing the vehicle trading sector, improving market efficiency, protecting consumer rights, and attracting experienced investors and operators from both within and outside Kuwait. The project will be developed on a plot of land approximately 500,000 square meters in size, situated in the Jahra Governorate. The location is strategically connected to the main road network, facilitating access to major commercial and industrial centers and regional transport corridors leading to border crossings.
Interested parties can download the Expression of Interest (EOI) form from the KAPP's official website at no cost and submit it via the project's designated email address. A formal covering letter must also be delivered by hand to the KAPP office. The Authority will accept expressions of interest starting from the announcement date until January 29, 2026, with the submission deadline set at 12:00 noon local time.
