Kuwait Health Minister Highlights Authority for Medical Responsibility’s Role in Health Governance

Kuwait city: Kuwaiti Minister of Health Dr. Ahmad Al-Awadhi emphasized the significance of the Authority for Medical Responsibility (AMR) as a cornerstone of effective governance within the health system during the opening of the AMR's second conference. He highlighted the role of AMR in promoting justice and transparency in addressing medical complaints and cases.

According to Kuwait News Agency, Dr. Al-Awadhi remarked that AMR stands as a crucial institutional development aimed at safeguarding patients' rights, supporting healthcare professionals, and fostering mutual trust in the health sector. The conference is part of a broader strategy to enhance legal and health awareness and incorporate international expertise in medical risk management and professional regulation.

Dr. Al-Awadhi stressed that AMR functions as an independent body tasked with reviewing complaints and providing expert opinions, reflecting Kuwait's commitment to an integrated health system as mandated by Law No. 70 of 2020. He noted that AMR's role extends beyond reviewing complaints to include recommending improvements and corrective measures that enhance service quality in both public and private sectors.

He affirmed that the Ministry of Health supports AMR's mandate of ensuring neutrality and transparency, working in harmony with other state institutions. The minister also underscored the importance of the conference as a platform for sharing expertise and advancing Kuwait's health system.

Chairman of the Authority for Medical Responsibility, Dr. Salman Khalifa Al-Sabah, stated that the conference aligns with the "New Kuwait 2035" Vision and focuses on discussing best practices in medical responsibility. He highlighted AMR's evolution from legislative text to a fully operational system, contributing to improved work mechanisms and technical investigation processes, which have streamlined litigation and enhanced judicial handling of medical cases.

Dr. Al-Sabah announced the launch of the "Kuwait Medical Responsibility Classification" project, a national framework for categorizing medical responsibility types, aimed at improving healthcare quality. He also mentioned AMR's strides in digital transformation, including an electronic platform for submitting and tracking complaints, and its international recognition as a model in medical responsibility.

World Health Organization (WHO) representative Dr. Asad Hafeez commended Kuwait's establishment of AMR as a significant legal foundation for medical responsibility. Dr. Hafeez acknowledged Kuwait's leadership role in global discussions on medical responsibility and the potential recognition of Kuwait as a WHO Center of Excellence in this field.
