Qatar’s State Budget Records QAR 1.4 Billion Deficit in Q3 2025

Doha: The Qatari Ministry of Finance announced that the state's public budget recorded a deficit of QAR 1.432 billion during the third quarter of 2025, covering the months of July, August, and September. This deficit was financed through debt instruments, according to the official Qatari news agency.

According to Kuwait News Agency, the Ministry revealed that total revenues for the quarter amounted to approximately QAR 49.155 billion, marking a decrease of 4.1 percent compared to the third quarter of 2024. On the expenditure side, total spending reached approximately QAR 50.587 billion, representing a decrease of 1.2 percent compared to the same period in 2024.

The Ministry further reported that oil revenues during the third quarter of 2025 amounted to QAR 43.356 billion, while non-oil revenues were QAR 5.799 billion. These figures were based on an average oil price of USD 68.1 per barrel during the period.

Expenditure distribution for the quarter was detailed as follows: QAR 17.190 billion was allocated to salaries and wages, QAR 19.597 billion to current expenditures, major capital expenditures were QAR 12.623 billion, and minor capital expenditures amounted to QAR 1.177 billion.
