NATO-ICI calls for greater exchange of expertise on cyber operations

Acting Director of the NATO-Istanbul Cooperation Initiative Regional Centre in Kuwait Sheikha Dr. Anoud Ibrahim Al-Sabah underlined the need for increasing exchange of expertise and information related to cyber operations.
Sheikha Dr. Anoud called for enhancing readiness for countering the unconventional threats to the world security, citing as an example the recent cyber attacks against Albania, according a statement issued by the Kuwait National Security Apparatus on Thursday.
She was speaking at a seminar organized by the NATO-Istanbul Cooperation Initiative Regional Centre in Kuwait and the regional delegation of the Gulf Cooperation Council of the International Committee of the Red Cross and entitled “The Applicability of Humanitarian Law in Cyber Operations” during the period from 14 to 15 September 2022.
For his part, Head of the Regional Delegation of the Gulf Cooperation Council of the International Committee of the Red Cross Mamadou Sow lauded Kuwaiti and GCC experts’ great interest in consequences of cyber wars and the relevant international laws.
Using cyber operations in armed conflicts has huge repercussions, he said, noting that the ICRC seeks to minimize the human rights cost of these operations.
He stressed that the international humanitarian law should be applied during such operations.
According to the NATO-ICI, the joint seminar aimed to raise the level of knowledge regarding the importance of dealing in the field of cyber operations to enhance national capabilities in defense against cyber threats.
It was also discussed how international humanitarian law addresses cyber operations in armed conflicts from a regional and international perspective by specialized experts from the International Committee of the Red Cross and NATO.
The event was attended by ambassadors from NATO and GCC countries as well as civilian and military experts from Kuwait, Saudi Arabia, the United Arab Emirates, Oman and the GCC.
