Manama: The Gulf leaders, in the final communique of the 46th GCC Summit held in Bahrain, called for enhancing cooperation amongst member states on all avenues as well as addressing the challenges facing the region.
According to Kuwait News Agency, the final communique, issued by the Supreme Council of the GCC, examined the vision of King Salman bin Abdulaziz Al-Saud on boosting joint Gulf work regarding economic unity and security and defense systems, as well as coordinating positions on regional and international fronts. The council directed multiplying efforts to continue implementing the vision according to a certain timetable and meticulous supervision and tasked the GCC general secretariat with submitting a detailed report on this to the next session.
The Supreme Council looked into negotiations on late King Abdullah bin Abdulaziz Al-Saud's suggestion of taking the cooperation to a federation, affirming its keenness on the strength and cohesion of the Cooperation Council. The council also reviewed developments of the economic unit of the Gulf Cooperation Council and approved the gradual operation of the customs data exchange platform during the second half of 2026.
The Council assigned relevant ministerial committees to address remaining requirements of the Customs Union and submit an executive action plan as soon as possible. Within the framework of the Gulf Common Market, the Supreme Council stressed following up with the implementation of regulating cross-border trade in services between GCC countries and determining mechanisms for recognition of qualifications and service licenses.
The Council approved establishing the GCC Civil Aviation Authority, headquartered in the United Arab Emirates, and the general agreement to connect GCC countries with the railway project. It also approved unified rules for joint property owners in the GCC countries and praised recommendations from the first Gulf Conference for judicial and legislative cooperation.
The Supreme Council appreciated member states' efforts in governance, transparency, accountability, integrity, and anti-corruption tools through joint Gulf action. It also approved the Gulf security strategy to combat money-laundering crimes and praised achievements regarding human rights, including combating human trafficking.
On regional and international issues, the Supreme Council renewed its keenness to maintain stability and security in the region. The Council affirmed respect for the principles of sovereignty and non-interference in internal affairs and rejected foreign interventions in Arab states.
Regarding Gaza, the Supreme Council affirmed its support for the Palestinian people, ending the siege, and providing international protection. It praised US President Donald Trump and the outcomes of the "Sharm El-Sheikh Peace" summit and welcomed Security Council Resolution 2803, which adopted the United States peace plan for Gaza.
The Supreme Council commended the UAE's Sheikha Nasser Al-Nowais for her appointment as Secretary-General of the United Nations Tourism Organization for 2029-2026 and expressed support for the UAE to host the 2026 United Nations Water Conference. Additionally, the Council congratulated Saudi Arabia on its victory in hosting the World Cup 2034 and Kuwait for hosting the 26th Gulf Cup Football Championship.
The GCC leaders reaffirmed their long-standing position regarding Iran's occupation of the UAE islands and urged Iran to resolve the dispute through direct negotiations. The Council also reiterated support for Kuwait's rights to the Al-Durra offshore gas field.
The Council reviewed decisions on counterterrorism and combating extremism, affirming its commitment to intensifying joint cooperation against terrorism. It condemned terrorism, regardless of motivation, and welcomed the UN Human Rights Council's resolution proposed by Qatar.
On Iraq, the GCC reaffirmed its positions on the Khor Abdullah maritime border demarcation and urged compliance with bilateral agreements. The council also expressed support for Yemen's Presidential Leadership Council and emphasized a political solution for the country.
Regarding Syria, the council condemned Israeli occupation attacks and praised efforts to lift sanctions on Syria, welcoming investments and humanitarian aid initiatives. The GCC leaders also expressed support for Lebanon's sovereignty and urged adherence to the US-mediated ceasefire.
The Council commended efforts to achieve peace in Sudan, emphasized support for Libya's political solution, and reiterated backing for Somalia's security and stability. The Supreme Council stressed the need for Iran to adhere to international law principles and condemned attacks on Iranian nuclear facilities.
The GCC welcomed ceasefire agreements between Pakistan and Afghanistan, and commended efforts by Qatar and Turkiye. The Council expressed satisfaction over India and Pakistan's ceasefire agreement and welcomed the peace agreement between Azerbaijan and Armenia.
The Council affirmed its stance on Russia's military operation in Ukraine and praised humanitarian assistance and mediation efforts by GCC countries. It welcomed the participation of Italy's Prime Minister Giorgia Meloni as a guest at the 46th session and commended Saudi Arabia for hosting the joint summit between GCC leaders and the US.
The Council took note of strategic dialogue meetings with various countries and international bodies and welcomed Saudi Arabia's invitation to host the upcoming summit, expressing anticipation for Saudi Arabia's presidency of the 47th session.
