Kuwait city: His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah has issued a decree-law to abolish the Public Authority for Roads and Land Transport (PART), redistributing its duties to the Ministries of Public Works and Interior. The decree, which follows a review of constitutional provisions and was proposed by the Minister of Public Works with the Council of Ministers' approval, repeals the law that established the authority in 2014.
According to Kuwait News Agency, the departments previously under PART will be transferred to the Ministry of Public Works, except for the Land Transport Department, which, along with responsibilities regarding the Traffic Bank Project, will move to the Ministry of Interior. These ministries will assume all rights and obligations of the abolished authority, with assets distributed based on departmental transfers.
The decree-law mandates the preparation of the authority's final budget account for the period from April 1, 2025, until the decree's enactment. The budget will be divided between the Ministries of Public Works and Interior in coordination with the Ministry of Finance. The Minister of Public Works is also responsible for deciding on the transfer of employees, ensuring their rights and job grades are retained.
This decree will be published in the Official Gazette and will take effect upon publication, with ministers required to implement its provisions within their areas of jurisdiction.
