US Implements 15% Tariff on Imports from Japan Under New Trade Agreement

Washington: US President Donald J. Trump signed an Executive Order to implement a framework agreement with Japan, laying the foundation for a new era of bilateral trade relations "grounded in principles of reciprocity and our shared national interests." The Agreement, announced on July 22, 2025, establishes "a tariff framework that levels the playing field for American producers and accounts for American national security needs," according to the EO released by the White House on Thursday.

According to Kuwait News Agency, the Agreement is necessary and appropriate to address the national emergency declared in EO 14257 of April 2, 2025, aiming to reduce or eliminate threats to national security. It is anticipated to diminish the United States trade deficit, enhance the economy, and strengthen the manufacturing and defense industrial base. The Agreement stipulates that the United States will apply a baseline 15 percent tariff on nearly all Japanese imports. Specific sectors such as automobiles, aerospace products, generic pharmaceuticals, and certain natural resources will receive separate treatment under this framework.

Japan, on its part, will enhance market access for American producers across manufacturing, aerospace, agriculture, and energy sectors. The Government of Japan is moving towards a 75 percent increase in US rice procurements and plans to purchase additional American agricultural goods worth USD 8 billion annually. Furthermore, Japan will accept US-manufactured passenger vehicles without additional testing and will acquire US-made commercial aircraft and defense equipment.

A significant aspect of the Agreement is Japan's commitment to investing USD 550 billion in the United States, a move expected to generate substantial employment, enhance domestic manufacturing, and ensure long-term American economic prosperity. President Trump highlighted that these investments, selected by the US Government, are aligned with national interests and are essential to mitigating national security threats.
