Municipalities Ministry Launches ‘Contractor Coding’ Initiative to Enhance Project Delivery Efficiency

Riyadh: The Ministry of Municipalities and Housing has launched the 'Contractor Coding' initiative, aimed at improving the efficiency of municipal project delivery, enhancing execution quality, and ensuring contracts are awarded to competent contractors. The initiative contributes to adding value to public spending and increasing project reliability. According to Saudi Press Agency, the initiative is based on preparing a periodic list of non-compliant contractors involved in municipal and housing sector projects. Contractors facing performance issues will be barred from participating in new competitions affiliated with the ministry, as part of efforts to regulate the contracting market and encourage adherence to approved standards. It explained that the initiative helps create a more disciplined implementation environment through specialized committees tasked with reviewing and auditing data received from bid evaluation committees at municipalities. An updated list will be issued on a semiannual basis, enha ncing opportunities for qualified contractors and limiting the awarding of projects to unqualified ones. The ministry added that the 'Contractor Coding' initiative includes a clear mechanism for grievances and requests to reduce the duration of listing. Such requests will be reviewed by the relevant committees in accordance with specific criteria, including assessment of previous performance, credit rating, and the level of compliance in executing government projects. The ministry stressed that the launch of the initiative aligns with the objectives of Saudi Vision 2030 to enhance the efficiency of government spending, improve the quality of capital projects, and strengthen governance in government contracting. This supports the development of urban infrastructure, contributes to building more efficient and sustainable cities, and enhances quality of life across the Kingdom. It added that the initiative is one of the regulatory tools supporting municipalities, enabling them to make more precise decisions w hen selecting contractors, ensuring infrastructure projects are delivered to high quality standards and in accordance with approved timelines.
