Kuwait city: Minister of Justice Counselor Nasser Al-Sumait stated Tuesday that the US State Department has upgraded Kuwait's ranking on its Trafficking in Persons 2025 report from Tier 2 Watch List to Tier 2. According to Kuwait News Agency, Minister Al-Sumait, who is also the chairman of the Permanent National Committee for Combating Trafficking in Persons and Smuggling of Migrants, noted that this upgrade signifies a significant improvement in Kuwait's performance and the tangible efforts made to comply with relevant international standards. He highlighted recent legislative reforms implemented by Kuwait to address challenges in this area. One of the key changes was the issuance of a decree-law on foreigners' residence in late 2024, which tightened penalties for trading in residence permits and criminalized employers withholding workers' financial entitlements. Additionally, Kuwait has introduced institutional reforms, including the development of a victim protection system and the implementation of a national plan to combat human trafficking until 2028. Al-Sumait emphasized that this annual assessment report places the onus on the state to continue reforming and developing national measures to enhance victim protection and address international observations in this field.
