Kuwait Housing Minister Calls for Innovative Solutions to Meet Family Housing Needs

Kuwait city: Kuwaiti Minister of State for Municipal Affairs and Minister of State for Housing Affairs Abdulatif Al-Meshari emphasized the necessity of addressing housing requirements and implementing varied solutions to meet family needs.

According to Kuwait News Agency, the minister, while delivering a lecture at Kuwait University on Kuwait's housing vision in light of the revised housing development law, highlighted the law's intention to incorporate the private sector into the housing sector and create an integrated housing city that caters to different family needs. The law, enacted in 2023, aims to leverage private sector assistance in constructing new residential cities to alleviate the housing shortage. This approach underscores the realization that sustainable housing solutions rely not only on funding but also on effective resource management.

The minister mentioned that the law was amended in August 2025 to include regulations for developer qualifications and procedures to facilitate the application of the law, ensuring the provision of all actual schemes for buyers. He also emphasized the crucial role of architecture and design in enhancing housing solutions and involving society in developing a housing scheme that addresses various housing needs.

Director of the Public Foundation for Housing Welfare's Investment Department, Ahmad Al-Ansari, also addressed the audience, explaining that the new housing law primarily seeks to involve the private sector in constructing new housing cities. He detailed that the law allows the state to act as a market regulator, focusing on strategic planning and supervision while developers handle designing, funding, building, operating, maintenance, and selling. He noted that the concept of the property developer emerged after careful consideration, as housing applications have been increasing since 1985.
