Kuwait City: The "Kuwait Declaration," issued at the conclusion of the conference on "strengthening international counter-terrorism cooperation," emphasized the importance of boosting collaboration at all levels to address border security challenges. According to Kuwait News Agency, the participants of the High-Level Conference on "Strengthening International Counter-Terrorism Cooperation and Building Agile Border Security Mechanisms - The Kuwait Phase of the Dushanbe Process," held in Kuwait City from November 4-5, 2024, recognized the evolving global security landscape and the necessity of aligning collaborative efforts among diverse regions and international partners. The declaration expressed support for the principles and actions outlined in the United Nations Pact for the Future, adopted by the General Assembly on September 22, 2024, which aims to address terrorism and pursue a future free from it. Participants underscored the critical role of multilateralism in tackling terrorism, highlighting that n o single country can address the threat alone. They emphasized the need for coordinated actions among international, regional, and local stakeholders to effectively counter terrorism through shared intelligence, best practices, expertise, and resources. The conference attendees expressed support for the United Nations Global Counter-Terrorism Coordination Compact and encouraged the UNOCT to ensure coordination and coherence in the UN's counter-terrorism efforts, particularly through its Working Group on Border Management and Law Enforcement. They stressed the importance of strengthening these efforts to maximize synergies and avoid duplication. Participants highlighted the need to enhance international, regional, and national border security mechanisms to prevent the movement of terrorists and the illicit trafficking of arms and dangerous materials. They called for stronger implementation of the United Nations Countering Terrorist Travel Programme, led by UNOCT and supported by various UN entities and inter national organizations. The role of the UNOCT-UNCCT Global Programme on Border Security and Management was emphasized, providing technical expertise to develop comprehensive border security strategies integrating counter-terrorism measures. The conference, held under the patronage of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, gathered over 500 participants, including government ministers, representatives from member states, international and regional organizations, and experts from civil society.
