According to Kuwait News Agency, the journey began in 1952 with the proclamation of the Islamic Ershad Society, followed by a significant legal development in 1959 when Kuwait's Amir Sheikh Abdullah Al-Salem Al-Sabah signed a decree regulating traffic and defining the tasks of traffic police. In 1964, Kuwait demonstrated its commitment to regional cooperation by joining the Arab Telecommunication Union treaty, initially signed in Cairo on June 12, 1963.
