Brussels: European Commissioner for Crisis Management Hadja Lahbib announced the launch of a new strategy aimed at strengthening the European Union (EU)'s readiness for emergencies and crises by developing strategic stockpiling systems and enhancing medical countermeasures. The new approach focuses on boosting Europe's preparedness through the stockpiling of essential goods such as food, medicine, water, and fuel amid future threats and crises.
According to Kuwait News Agency, Commissioner Lahbib emphasized that the strategy aims to improve Europe's crisis response by enhancing the continent's "immune system" with new stockpiling and medical countermeasures strategies. Lahbib highlighted the importance of preparing for imminent threats, including hybrid attacks, power blackouts, extreme weather, and spreading diseases. She likened the preparedness approach to wearing a seatbelt, stating that being prepared provides a sense of security and protection.
Lahbib explained that the EU Stockpiling Strategy represents a significant milestone, marking the first truly European approach to stockpiling. The strategy seeks to ensure the availability of essential supplies that are crucial for societal functioning and saving lives. This will be achieved through smarter planning, stronger cooperation, and a more unified and proactive approach to crisis management.
The strategy encompasses the entire stockpiling cycle, from risk anticipation and gap identification to resource consolidation. Lahbib also stressed the importance of civil-military cooperation to enhance logistics and response times, drawing on experiences from COVID-19 and climate-related disasters. She called for greater private sector involvement to secure vital supplies.
A new EU Stockpiling Network has been established to facilitate better coordination among national stockpiling authorities across the EU. This network aims to foster trust and transparency, which Lahbib described as essential components for effective crisis management.
On the Medical Countermeasures Strategy, Lahbib underscored the need for a comprehensive approach to protecting public health. This includes threat identification, innovation support, production scaling, and ensuring access to medical countermeasures. A new EU Wastewater Sentinel System will serve as an early warning system for infectious diseases, and the Medical Countermeasures Accelerator will expedite vaccine and treatment development.
Lahbib announced increased support for small and medium-sized enterprises through HERA Invest, with plans to raise its budget to EUR 200 million by 2027. She cited the 2024 Paris Olympics as an example of strategic preparedness, where prepositioned medical kits and mobile detection tools enhanced emergency response capabilities.
